Who needs to be addressed about installing street lights on a freeway through a town?

A major freeway runs through the town I live in, but it doesn't have street lights (or freeway lights :] ) on it and is, of course, very dark and hazardous at night because of exit and entrance ramps along this unlit-ted freeway. Who would this be of concern to in order to install freeway lights?
