I need to hire 3 people to work in Iraq to implement Oracle HR. What is the best source to find people?

I am a project manager for a group in Iraq. We must hire people with english/arabic skills with at least 2 years experience in Oracle HR, Payroll and Self-Service HR. They must be willing to work in Baghdad, Iraq. They will be provided housing, food, transportation and security 24 hours per day.
