Was the treaty of versailles fair to Germany and what were the consequesnces?

according to popular, managed, history: the treaty was too punitive and, thus, being far too burdensome, caused severe economic decline in germany. thus, it was a cause of ww2. the reality was, the "elites" who run the planet are interested in endless war, and thus endless profits for themselves. what better way to help facilitate that, and avoid implicating themselves, than behind the scenes arrangements such as this "unfair" treaty followed by yet another "what can you expect in the face of such injustice" world cataclysm.
