I am have SSC+2 year (mech. Draftsman) I.T.I., now I want to do degree in mech/civil engg. is it possible?

I am work in Doha(Qatar) as Design Draftsman in civil engg. field, but now i relized to do a degree in engg to upgrade my position i can take a 4yrs break .for this i want return back to india join college.I need proper /exact imformation to join which college in Goa or Neighboring states
